I will do the art and could almost do the site if I had loads of time to devote to it. I just don’t know enough. I have some specific needs and ideas.

I dont think he is speaking any crazy language hehe, I think he is just asking if anyone will make a site from his art…
Gzed, you may want to explain your needs a bit more…you say you have some specific needs and ideas…you should elaborate, to get the best possible results…also explain what you are looking for, in regards to what exactly you want a developer to do for you…your budget, your time frame…these things will help a lot.
